Stealthily presented as “Criminal Justice Reform,” CA Prop. 47 & Prop. 57 were passed by the voters. In California, the Attorney General has the authority to name a ballot measure and to write the ballot description. This power is used to control the voters views on proposals. Prop. 47 was named, “The Safe Neighborhoods and Schools Act.” What it primarily did was to change the stealing less than $950 into a misdemeanor instead of a felony. This measure should have been called “The Looters Full Employment Act.”
Prop. 57 was named the “Public Safety and Rehabilitation Act of 2016.” This allowed the early release of “non-violent” offenders. In CA, child sex trafficking is considered non-violent!
These also removed: “Petty with a Prior” that would automatically increase the charge for repeat offenders. This allows serial looters, as long as they are not caught stealing more than $950 each time, they can live a looting career. Most crimes are committed by career criminals, this is just how they live. Also, drug possession and use, was also reduced from felonies.
The primary function of good government is to protect the public. It is NOT to try “rehabilitation” experiments on criminals. Prisons serve two functions; they isolate the criminal from the public to prevent crime. Wishfully, prison punishment will also discourage future criminality, but it absolutely will isolate the criminal from public victims.
The loss from the mass looting and random shoplifting has greatly affected many stores and retail chains. This has caused vast numbers of stores to close, but the larger loss is the pending fiscal insolvency it creates. Commercial property loans are often short term of 5 to 10 years. At the end of the term, the high vacancy now will prevent the refinancing of this debt. This very likely will be the cause of the next banking crisis. Mainly affected will be smaller & regional banks that tend to have a lot of commercial exposure.
The CA Atorney General that so defrauded the public is no longer our AG. We have a new AG, Rob Bonta, who is equally pro criminal. The Previous AG took another job: She is now VP Kamala Harris.
