SB 663-Imminent Threat to Voter Integrity

Liz Froelich and Camille Giglio, our legislative analysts, have flagged SB 663 as an imminent threat.  If this becomes law, it means that anyone who signs a future recall petition could be subjected to unwanted contact, pressure or retaliation from the recall target person. This bill passed out of the Elections and Constitutional Amendments Committee on April 12 and is scheduled to be heard in the Senate Judiciary Committee this Tuesday, April 20.   The proposed rule changes would go into effect in 2021. 

Assemblyman Kevin Kiley notes this bill is authored by a Sen. Josh Newman, D-Fullerton, who was once recalled himself. At the same time, the Senate’s past president has started an anti-Recall PAC to help Gov. Newsom called “Stop The Steal”. He is demanding a list of petition signers and is threatening a lawsuit if he doesn’t get it. The goal of SB 663 is to bully people into withdrawing their signatures and to use state power for retaliation for signing in the first place.  We do not want elected officials intimidating voters!
